This is a project that brings together universities, research institutions, companies and other private and public entities to develop and test innovative solutions able to improve the energy efficiency of historic buildings in urban areas. The project focuses on buildings that play a public or social role. The general objective is to improve the management of energy flows in this type of buildings through active and passive efficient, affordable and sustainable, adequately monitored and controlled solutions, by studying the social and environmental impacts in the urban context of reference and considering the historical and actual role of the selected buildings. The Municipality of Bologna will provide the municipal D’Accursio Palace as a case study.

The project deals with the problems of having only poor methods and tools available to easily carry out measurements and display of CO2 emissions and to analyse the levels of energy efficiency. As the targets of energy efficiency are the same for all European cities, it is necessary to cooperate at European level so as to share experiences, develop common policies and approaches and also enhance the efforts and the local resources. The European partners, during the three years of the project, will collect standardised data on energy efficiency in the city built-up areas and elaborate joint trans-national strategies and action plans and tools, which will be made available to policy decision-makers and urban planners. This will make it possible to outline and quantify the steps and the strategies to be taken to reduce CO2 emissions and energy consumption, improving energy efficiency and increasing the use of renewable energies in the seven partner cities.

The project addresses two distinct environmental problems through an integrated policy: climate change (mitigation and adaptation effects of urban forestation) and air quality potential (purification plants). The project involves the dissemination of tools for public-private partnership, developed in the context of corporate social responsibility experiences, and aims at sharing this knowledge through the dissemination of specific guidelines.

The project aims at promoting the energy efficiency and the use of Renewable Energy Sources in public buildings in general, and in historical buildings in particular, in many European towns.
By focusing not so directly on technological innovations or mere development of networks and exchange of experience, but rather on the good governance, it will support the decision-making processes and promote energy-conscious interventions in public buildings.

The project aims to demonstrate that local authorities are able to adopt effective harmonised methods of accounting, planning and reporting in projects dedicated to reducing greenhouse gas (GHG) emissions.
The specific objectives of the project are to establish a basis for the GHG inventory, and to fix - at the municipal level – a specific goal regarding these gas emissions, defining actions and measures for achieving such a goal.

The project is a follow-up of previous experiences and projects funded by the EU, which have seen the Municipality of Bologna and the Municipality of Vaxjo in Sweden engaged in experimenting the introduction of environmental budgeting both at the local (European ecoBudget project) and international (ecoBudget-Asia project) levels. The project is aimed at enabling and support the Local Authorities in Bangladesh, Bhutan, India, Cambodia and Philippines to achieve their services and urban governance in a sustainable manner and assist in attaining the Millennium Development Goals. The local authorities will be facilitated to take informed and well planned decisions with the help of two tested and accepted innovative tools: 1) the Environment and Natural Resource Management System (ecoBudget®) and 2) the Poverty Database Monitoring System (PDMS).
The method supports good urban governance and local empowerment by developing management capacity of the local authorities. The project also aims to develop an empowered and participative society by increasing participation of Non State Actors and local stakeholders in the communities.

The aim is to develop capacity to strengthen the role of local and provincial governments as political and administrative bodies guiding communities in the sustainable energy transition, overcoming non-technical barriers and creating tangible results for sustainability. The project creates instruments that build on state-of-the-art Local Energy Action Plan (LEAP) developments to support local governments in decision-making for integrated energy management, climate protection actions and securing local energy. Results are made available through the European Sustainable Cities and Towns Campaign.
